Carlos Miguel Oliveira is Managing Partner of Leadership Business Consulting, an international management consulting firm with wide international experience in eGovernment, including in Angola and Cape Verde. Born in Mozambique, he has a BSc and MSc from the University of Witwatersrand in Johannesburg, an MBA from Lisbon University and was Coordinator of Information Society and eGovernment at UMIC – Unidade de Missão para a Inovação e Conhecimento at the Prime-Minister’s Office in Portugal. He has wide international experience, having participated in several conferences and published several articles and books.
