Mulweli is a founding member and Director of UniNet Communications, a South African based Telecommunications company. Mulweli was born in Mozambique, and holds a BComm degree in Information Systems from the University of Cape Town. In 2002, while at University, he and two partners started UniNet. The company today has networks covering the City of Cape Town, Johannesburg and Knysna.
Four years ago when UniNet deployed its network in Knysna, making it “the first and largest wireless covered town in Africa”, it developed its competency in understanding the business of Local Government; especially the legislative mandate, business operations and service delivery challenges of Municipalities. The Knysna wireless broadband model is to date still the only Private public Partnership of its kind in South Africa
On the 4th of March 2009, the “Re Hodisa Moruo” Project was formally launched by the Mangaung Local Municipality (MLM) with the aim of fast-tracking efficient and equitable service delivery to residents, and to facilitate Local Economic Development. Pursuant to these objectives, an Economic Development Partnership (EDP) was forged between the MLM and private sector ICT companies, from whence UniNet was appointed as the Broadband/ telecommunications partner. UniNet was subsequently contracted by MLM, to provide it with its turnkey managed services comprised of 6 projects, for an initial period of 5 years.
